Loyalty-competence trade-off and leadership formation in China: machine-learning approach

Many experts have attempted to predict the selection outcomes of the Chinese leadership by using qualitative judgments based on historical insights. Instead, this class introduces a machine-learning approach to demonstrate how the promotion prospects of Chinese high-ranking officials can be evaluated quantitatively. The estimated promotion prospects can serve a dual purpose: not only identifying competent candidates within the current promotion framework but also measuring the level of loyalty for candidates who are favored by the ruler. This class illustrates how the current formation of the Chinese leadership vividly shows the loyalty-competence trade-off in authoritarian politics.
